Who we are:
Encompassing the municipalities of the City of Kawartha Lakes, Haliburton County, and the District Municipality of Muskoka, TLDSB is dedicated to the success of each student. With approximately 18,000 students and 3,000 staff members, TLDSB has 40 elementary schools, seven secondary schools, and six adult and alternate education centres. The Board also offers online learning accessed worldwide through its Virtual Learning Centre.
Purpose of Position:
Under the guidance of Chief Technology Services Manager, the Cybersecurity and Network Manager takes a leadership role in all aspects of the management of cybersecurity and network solutions across Trillium Lakelands DSB. This includes:
- Design and manage all aspects of cybersecurity for Trillium Lakelands DSB including collaborative procedural development to mitigate risks and cyber threats
- Manage and monitor complex network solutions to ensure stable, reliable, and recoverable services to all users. Ongoing evaluation ensures emerging needs continue to be addressed, redundancies are eliminated, and cost savings are maximized.
- Convene and lead the Cybersecurity Incident Response Team (CIRT) as needed, or requested, to direct investigations and forensic analysis reporting to TLDSB Senior Management.
- Oversee compliance and data governance by ensuring all network and security protocols align with provincial privacy legislation (e.g., MFIPPA, EDSTA) and industry-standard security frameworks.
- Support the Chief Technology Services Manager in the strategic planning of enterprise network architecture, providing expertise to ensure Board systems remain aligned with emerging industry standards and pedagogical goals.
Overall, the incumbent in this position will contribute to student achievement and the TLDSB Mission Statement by ensuring equitable access to innovative and cutting-edge solutions to support maximal learning outcomes for the 18,000 students of the board. In addition, the incumbent in this position is responsible for ensuring 22,000 users experience a high standard of safe and reliable connectivity, with maximum protection from cyber threats and data loss.
Primary Responsibilities Include:
Architect and direct the evolution of the Board's enterprise network infrastructure, ensuring high-availability connectivity and robust data resiliency across all administrative and educational sites
- Research and implement emerging network technologies to ensure a seamless and efficient user experience within a constantly evolving digital landscape.
- Manage complex network solutions to guarantee stable, reliable, and recoverable services for over 50+ board sites, prioritizing high-availability and disaster recovery protocols
- Conduct ongoing resource evaluations to ensure the network environment remains sustainable, cost-effective, and aligned with industry best practices
- Direct the proactive monitoring and resolution of critical network incidents, ensuring minimal disruption to board-wide services and long-term stability for all users

- Manage assigned financial resources including developing budget proposals and forecasting technical requirements for network expansion and maintenance
- Support the Chief Technology Services Manager with Ministry of Education network projects, including the drafting of technical proposals, directing implementation workflows, and providing reporting on project outcomes
Manage the TLDSB cybersecurity posture, governing the development of comprehensive programs, policies, and awareness initiatives to protect the integrity of academic and administrative assets and systems.
- Lead the creation and evolution of equitable cyber protection policies, ensuring both departmental and Board-level procedures align with modern security standards and institutional values.
- Direct enterprise-level Cybersecurity Awareness programs, providing guidance to all departments on emerging threats and vulnerabilities while leading initiatives like cybersecurity training activities
- Serve as a senior advisor for disaster recovery and business continuity planning, partnering with the Senior Leadership Team to ensure the Board's operational resilience during cybersecurity events.
- Provide consultation services to Technical Services managers and cross-functional departments regarding security risks in existing infrastructure and the design of new technical solutions.
- Direct internal security assessments and audits, evaluating the adequacy of current controls and providing formal recommendations to enhance the Board's overall security maturity.
- Research and synthesize global threat intelligence, delivering strategic findings and trend analysis to the Senior Leadership team to inform long-term security roadmaps.
- Liaise with strategic vendors, provincial partner organizations and ministry experts to align with regional standards and negotiate cost-effective security solutions
Manage the technical implementation of the Board's cybersecurity operations, overseeing the deployment of defensive technologies and serving as the primary authority for incident response and threat mitigation.
- Direct Board-wide cybersecurity operational activities, ensuring the continuous integrity, confidentiality, and availability of all enterprise technical and data assets.
- Provide advice about, and deploy, advanced security solutions, implementing robust monitoring frameworks to proactively detect and neutralize threats across the network. Serve as the Cybersecurity Incident Response Manager during significant security events, convening and leading the Cybersecurity Incident Response Team through the full lifecycle of investigation and forensic analysis.
- Execute continuous vulnerability assessments, evaluating emerging technical solutions for security compliance and maintaining an expert-level understanding of the global threat landscape.
- Provide expert operational counsel to the Senior Leadership Team, delivering real-time guidance on defensive strategies during active incidents and emerging threat cycles.
- Manage assigned financial resources including developing budget proposals and forecasting technical requirements for cybersecurity operations.
- Support the Chief Technology Services Manager with Ministry of Education network projects, including the drafting technical proposals, directing implementation workflows, and providing reporting on project outcomes
Manage the architecture and integration of board-wide network-integrated security and communication technologies, ensuring a safe and resilient environment for students, staff, and administrative operations.
- Support Facilities Services with the research and design of secure network-connected solutions balancing operational and pedagogical requirements with emerging technical capabilities and cost-effectiveness.
- Oversee the daily operations of unified network-connected solutions, including Voice over IP (VoIP), SIP Trunks (Digital telephone connectivity), Emergency Lockdown Alerting Systems, IP-based video surveillance, and network-connected PA systems to ensure institutional safety and operational stability.
- Support the coordination of large-scale installations, liaising with Facilities Services managers and overseeing external contractors to ensure projects meet Board technical standards and security protocols.
- Partner with Facilities Services to provide expert-level technical consultation on the design and implementation of network-connected solutions that integrate with existing network architecture.
- Oversee the creation of technical documentation and user training frameworks, ensuring staff effectively utilize network-connected systems. Support the development of long-term lifecycle strategies with Facilities Services Managers, including maintenance and replacement cycles, to ensure the ongoing reliability and viability of critical building communication systems.
- In collaboration with the Enterprise and Learning Solutions Manager, coordinate the TLDSB software vetting process to ensure all digital resources align with rigorous cybersecurity, data trust, and privacy standards.
- Chair and coordinate the Software Review Committee (SRC), leading a cross- functional team in the evaluation of digital resources for pedagogical suitabilityand technical safety.
- Coordinate comprehensive assessments of third-party software for cybersecurity vulnerabilities, ensuring strict adherence to student data privacy standards under MFIPPA and EDSTA.
- Coordinate review actions between board departments.
- Developing reports for safe use of applications for users including the development of "Safe Use" protocols to provide clear technical and privacy guidelines to educators ensuring compliance with Board and Provincial privacy mandates.
- Support communications via the Technology Services web page and other official channels to inform board staff of newly approved tools and critical software decommissioning.
- Regularly accept feedback and review processes for efficiency, transparency and regulatory effectiveness of the vetting process.
Lead and mentor a high-performance technical team, fostering a culture of continuous professional growth while ensuring operational excellence.
- Provide direct operational leadership to the Cybersecurity and Network Analysts, ensuring the delivery of efficient, timely, and high-quality technical services board- wide.
- Support robust professional learning pathways connected to TLDSB CUPE Annual Learning Plans, encouraging and facilitating the attainment of industry-recognized certifications such as CCNA/CCNP and CISSP to ensure the team possesses appropriate technical competencies and sound succession planning.
- Strategically manage team scheduling and resource allocation, ensuring continuous coverage of mission-critical services and technical support across all Board sites.
- Execute staff management duties, including conducting performance appraisals and overseeing leave management in strict accordance with TLDSB Human Resources Services procedures.
- Foster a collaborative departmental environment, facilitating knowledge transfer between the Cybersecurity team and other Technology Services units to improve overall system resiliency and succession planning.
Education: - 3-year post-secondary IT qualifications required
- 3-year degree or diploma in Computer Science or a related field is preferred
- Cisco Certified Network Association Certification (CCNA) is required
- Certified Information Systems Security Professional Certification (CISSP) is required
Experience: - Minimum 5 years' experience in IT related field with a focus in network management and cyber security operations
- Successful experience solving complex IT problems is preferred
- Experience with diverse stakeholder groups, partners and in negotiating with IT vendors is preferred
Professional Knowledge and Skills: - Knowledge and experience with network and cybersecurity designs and management
- Understanding of complex network environments with multi-modal connectivity and the ability to problem solve issues with them
- Broad knowledge of cybersecurity issues, requirements, and trends.
- Knowledge of common information cyber security management frameworks.
- Knowledge and understanding of the key functions of an IT department.
- Excellent interpersonal and communication skills, including the ability to manage challenging conversations with various stakeholders in a positive manner.
- Ability to function independently and as a member of the TS management team, dealing with complex functions and confidential information.
- Valid Driver's License
